Mexico Launches Llave MX Portal to Centralize Digital Identity for Social Programs

Mexico has activated the Llave MX portal, a centralized digital identity account that links each citizen’s CURP population registry code to government services and social program disbursements, with the explicit goal of eliminating fraudulent or duplicate beneficiaries from federal welfare rolls.

The portal, accessible at llave.gob.mx and managed by the Agency for Digital Transformation and Telecommunications (ATDT), functions as a single sign-on credential for federal digital services. To register, citizens provide their CURP, a mobile number, and an email address, then create a password. The account is personal and non-transferable. Once active, it serves as the authentication gateway for programs including the Beca Benito Juárez scholarship, the Rita Cetina grant, and the Jóvenes Escribiendo el Futuro higher education bursary.

The launch ties directly to Mexico’s biometric CURP overhaul, which has been in phased rollout since late 2025. The revised CURP embeds facial and fingerprint data, and the Llave MX account is designed to sit atop that biometric layer, requiring digital authentication before a student or beneficiary can complete enrollment or receive payments. Officials have framed the requirement as a mechanism to ensure that each benefit reaches a real, verified individual rather than a ghost entry.

The Programas para el Bienestar website states that registration for the Beca Benito Juárez secondary and upper-secondary scholarships, which ran from February 16 to 27, required students to use their own Llave MX account. Each account can only be created once, and recovery options exist for lost credentials. The government has directed citizens with questions to the 079 helpline.

Beyond scholarship access, Llave MX is positioned as the foundation for a broader shift away from in-person government transactions. The platform allows users to track application status, receive official notifications, and obtain digitally valid documents without attending government offices. The federal government has described that as central to expanding program reach in areas where physical access to offices is limited.

Mexico’s biometric CURP legislation passed the Chamber of Deputies in mid-2025, alongside a tender for the cloud platform. The Llave MX activation represents the citizen-facing deployment of that infrastructure, bringing the identity and social services layers together under one login.
