Meta and Philippine government agencies are forming a technical working group to examine how the Philippine Identification System could support age and identity verification on the company’s online platforms.
The Cybercrime Investigation and Coordinating Center says the group will assess an application programming interface connecting Meta’s verification process with the national ID system, known as PhilSys. The integration is under consideration and is not yet a live verification service.
Under the model described by CICC Executive Director Renato Paraiso, Meta would submit an identification number or reference number for checking by the Philippine Statistics Authority. The company would receive a match or non-match response rather than access to the personal information stored in the PhilSys database.
That arrangement is intended to let a platform verify that submitted information corresponds with a government identity record while keeping the underlying data within the government system. PhilSys Check already provides a public mechanism for validating the authenticity of a national ID through its QR code.
The proposed work would focus on age and identity checks as Philippine officials seek stronger safeguards for children online and ways to reduce fraud and abuse involving anonymous accounts. The cooperation follows meetings between government representatives and Meta executives in Singapore.
Meta operates Facebook, Instagram, Messenger and WhatsApp, giving any national ID integration potential reach across several widely used services. The technical working group will need to determine which verification processes and account situations would use the PhilSys connection.
The initiative follows a parallel PhilSys integration planned by Roblox. Philippine officials have been encouraging large technology platforms to use government-backed verification as part of their child-safety and account-integrity controls.
PhilSys is also being used for financial services. LANDBANK has introduced PhilSys-backed remote identity verification that allows eligible applicants to open an account using facial matching rather than presenting a physical identity document.
The Philippine Statistics Authority maintains PhilSys and the associated authentication services. Its privacy model for relying parties is designed to confirm requested identity information without broadly disclosing the full demographic and biometric record held by the national system.
The working group’s proposed approach uses a limited verification response from the government, keeping control of the source record with the Philippine Statistics Authority. Meta would receive confirmation of a match while the authority continues to hold the national ID data.
