Kenya Ports Authority Tenders Biometric Platform for Employee Medical Scheme

Kenya Ports Authority (KPA) has issued a five-year tender for a nationwide biometric platform to manage medical benefits for its employees and their dependents, in a move that combines multi-modal biometrics with tight integration into the Authority’s existing IT and SAP environments. The tender, titled “Supply and Installation of Biometric System for Medical Services” (KPA/006/2025-26/MS), was published in late November, with bids due by the morning of December 11, 2025.

The Authority is looking for a biometrically controlled system that guarantees member identification at the point of service, either with or without physical cards, and that can make use of KPA’s existing contactless microprocessor card infrastructure. The platform is expected to support biometric-authenticated virtual access, allowing members to authenticate remotely when accessing medical services, and to function both online and offline so care is not disrupted by network issues.

KPA’s medical scheme is central to the tender’s design. The specifications call for detailed member benefit management, including local storage of member data and entitlements, automatic deduction of benefits at each service point, and support for concurrent access by multiple family members at different providers. The system must also be able to categorize benefit use according to KPA’s internal employee grading structure, and issue expenditure and balance notifications to hospitals, KPA, and members, for example through SMS alerts after each visit.

On the biometric side, KPA wants a platform that can support multiple modalities and fallback options. Required identification methods include fingerprint and/or facial recognition, iris recognition, virtual access, and text codes, with the intention of covering edge cases such as newborns or patients undergoing chemotherapy. Every transaction at a KPA-accredited hospital is meant to be authenticated by the member, and the system is explicitly expected to prevent and manage medical fraud, including flagging repeat clinical tests and detecting excessive drug mark-ups by external pharmacies.

The Authority is also seeking a vendor with a proven healthcare footprint in Kenya. Bidders must show that their biometric system is already live at healthcare providers of different levels and specialties, including hospitals, clinics, pharmacies, and diagnostic centers in Kisumu, Mombasa, Nairobi, Naivasha, and Lamu, supported by at least three reference letters. The tender requires evidence that the same platform has been in use for at least five years at large organizations of a similar size and nature, and that the supplier can extend coverage quickly to KPA’s network of vendored service providers, bringing new sites online within 14 days of request.

Interoperability and data integration are major themes. The biometric system must integrate with a range of hospital management systems and legacy back-end infrastructure on Oracle platforms, as well as KPA’s SAP environment and existing medical module. Commodity cost transactions processed in SAP are expected to flow automatically into the biometric billing system for both internal KPA clinics and outsourced providers, while the platform must support electronic submission of claims and invoices from accredited providers to KPA’s Medical Division.

The tender also places heavy emphasis on data protection and auditability. KPA requires that the biometric platform adopt privacy-by-design principles, maintain secure TCP/IP connections between hospitals and the Authority, and comply with national and international data protection laws. The winning vendor must be certified by Kenya’s Office of the Data Protection Commissioner as both a data processor and controller, and must hold information security certifications such as ISO 27001 or equivalent KEBS credentials. The system must retain audit trails for the full life of the deployment and keep detailed data for at least ten prior medical encounters per member, while a real-time analytics dashboard should support reporting on utilization and benefit limits, including alerts when remaining benefits fall to 30 percent.

KPA is structuring the procurement as an open national tender using a standardized non-consulting services document. Bidders must provide a tender security of 200,000 Kenyan shillings valid for 240 days from tender opening, and joint ventures are explicitly excluded. The contract itself is to run for five years, with the supplier owning and maintaining the biometric infrastructure and charging KPA for operations rather than capital expenditure on the platform.

For identity technology vendors with established healthcare deployments in Kenya, the tender represents a sizable opportunity to anchor a biometric medical benefits platform at one of the country’s most important state corporations, with deep ties into both the national healthcare ecosystem and Kenya’s evolving data protection framework.
