ISO and Partners Make Core Mobile ID Standards Free to Read

ISO, the International Electrotechnical Commission, DIN and the OpenWallet Foundation have established a sponsored portal that gives users free read-only access to key standards for mobile driver’s licenses and related digital credentials.

The agreement covers specifications in the ISO/IEC 18013 and ISO/IEC 23220 series. Those standards define important parts of the data formats and exchange methods used by mobile driver’s licenses and other mobile identity documents.

DIN Media operates the online portal, while the OpenWallet Foundation coordinates the sponsors funding access. Users can read the covered specifications without paying the purchase fees normally associated with ISO and IEC publications.

The sponsor group includes the American Association of Motor Vehicle Administrators, Austroads, A4 Advisory, Explicit Selection, FaceTec, FAST, Fime, France Titres, iDAKTO, Idemia, Scytales and Stelau.

The arrangement preserves ISO and IEC copyright while lowering a practical barrier for government agencies, wallet developers, credential issuers, verifier providers and other organizations implementing the specifications.

The read-only model allows teams to consult the normative text while designing interoperable products, without transferring ownership or permitting redistribution. It is funded through sponsorship rather than individual purchases by each implementer.

ISO/IEC 18013 includes the foundational mobile driver’s license standard used for in-person and remote presentation. ISO/IEC 23220 provides broader building blocks for identity management on mobile devices.

Access to the specifications can support conformance testing for ISO-compliant mobile driver’s licenses by giving implementers a shared technical reference before products reach formal certification.

The agreement also arrives as acceptance of mobile driver’s licenses continues to expand in public services and travel. Common specifications allow an identity issued by one authority or wallet to be checked by systems operated elsewhere.

OpenWallet Foundation Executive Director Daniel Goldscheider said the sponsorship model is intended to support global interoperability for wallets and credentials. The foundation operates under the Linux Foundation and develops standards-based open-source components for issuers, wallet providers and relying parties.

The standards are available through a dedicated DIN Media site in a secure read-only format. The partners presented the initiative at the Global Digital Collaboration Conference 2026.
