Ireland Signals Social Media Age Verification Tied to Public Service Numbers

Ireland is preparing to bring social media age-verification plans to Cabinet, with Tánaiste Simon Harris saying the country should follow the United Kingdom’s move to keep younger users off the platforms. The proposed approach would check a user’s age against their Personal Public Service Number for certain websites, putting the state’s existing identity infrastructure at the center of how age would be confirmed.

The plan is to be presented next month by Culture Minister Patrick O’Donovan, and it leans on an identifier nearly everyone in Ireland already holds. The Personal Public Service Number is the reference the state uses across public services, and routing age checks through it would let a platform confirm that a user meets an age threshold by validating against an authoritative government record rather than relying on self-declared birth dates. The mechanism would apply to certain websites rather than the entire internet, the same targeted framing other governments have adopted for age gating.

Harris placed the proposal in the context of children’s wellbeing rather than identity policy alone. “I think the social experimentation of the minds of our young people is real, it’s worrying,” he said, while indicating the government would prefer action at the European Union level but reserves the right to legislate domestically if needed. Taoiseach Micheal Martin has called the issue the public health issue of our time, and both have compared the potential intervention to existing restrictions on alcohol and tobacco.

The PPSN-based approach builds on age-verification work Ireland has already been developing. The country has been preparing a MyGovID age-verification scheme for social media, drawing on the government login that is itself anchored to the PPSN, and has piloted a national digital wallet able to verify a user’s age for social media without sharing other personal data. The timing also coincides with Ireland’s assumption of the EU Council presidency in July, giving it a platform to press for the bloc-wide action Harris said he prefers.

The European dimension is already in motion. The European Parliament has backed EU-wide age checks to keep under-16s off social media, the framework Ireland says it would rather work within. The age-verification proposal is expected to go to Cabinet next month.
