Iraq Updates Biometric Voter Registry, Hastens Card Distribution as Election Nears

Iraq’s Independent High Electoral Commission (IHEC) is in the final phase of updating its biometric voter register and is accelerating the distribution of biometric voter cards ahead of the country’s upcoming parliamentary election.

This administrative push comes as the election faces a severe legitimacy crisis, with observers forecasting a potentially historic low voter turnout. A key factor in the expected low participation is not just political disillusionment, but a critical logistical failure: only an estimated 70 percent of eligible Iraqi adults currently possess the required biometric voter card. This leaves nearly 9 million eligible citizens disenfranchised, as they are unable to vote without the card.

The IHEC has, in effect, made the biometric card a “license to vote,” creating a severe logistical bottleneck that ties the election’s legitimacy directly to the IHEC’s logistical success in card distribution. The core problem is not just voter apathy; it’s voter access. The IHEC’s final push is therefore not a routine administrative task, but a desperate race against time to solve a self-inflicted legitimacy crisis.

This situation exposes the central paradox of “democracy-tech.” Biometrics were implemented in Iraq with the goal of solving the technical problem of fraud (such as duplicate voting) and building trust in the electoral process. However, the actual result has been public disillusionment. The complex registration process and alleged mismanagement of voter rolls have not built confidence. Instead, the biometric system has become a barrier to entry. This demonstrates that biometric technology, on its own, cannot create legitimacy. Without solving the underlying political and social trust deficit, the biometric system has simply become a more complex and expensive way of administering an election that the public already distrusts.

According to Chatham House analysis, voter turnout is expected to be a defining factor in the election’s outcome and perceived legitimacy, with low participation rates potentially undermining the government’s authority.
