Innovatrics Powers Inclusive Onboarding for the One Billion People Without Photo ID

An estimated one billion people worldwide lack photo identification – and for the digital identity industry, that gap represents both a policy problem and a design challenge. UK-based trust platform Vouchsafe has built its product specifically around that population, and a new integration with Innovatrics is central to how it handles the cases where standard document-plus-selfie verification cannot complete.

Vouchsafe works with regulated firms including credit unions, building societies, lenders, fintechs, employers, and housing providers for KYC and compliance checks. Its platform is designed for situations where applicants cannot pass a conventional “ID or fail” route – covering the roughly 11 million people in the UK alone who do not hold valid photo identification. The integration with Innovatrics brings document capture, face verification, and liveness detection into Vouchsafe’s onboarding flows, replacing an earlier build on AWS Rekognition that required recurring tuning work as usage scaled.

The switch was driven by practical friction. As Vouchsafe’s volume grew, the team found itself repeatedly addressing issues around face matching quality, capture consistency, and device diversity. Moving to a managed biometric solution from Innovatrics – whose passive liveness detection has been steadily improving in accuracy – reduced that operational overhead. The platform now completes more than 99 percent of document scans without incident, with remaining failures tied mainly to very old or low-quality documents. Support requests related to capture have dropped.

Vouchsafe also required a white-label setup: many of its clients’ end users are wary of being redirected between provider interfaces during a financial onboarding journey, particularly in a market where phishing and impersonation fraud are common concerns. Innovatrics components run behind Vouchsafe’s own interface, keeping the experience in a single branded environment. The migration from the previous build was completed with no downtime for clients.

“Vouchsafe helps our customers get ready for a new world of digital ID acceptance, even as the landscape remains crowded with competing standards and assurance levels,” said Chloe Coleman, CEO of Vouchsafe. “We know it will be a long time before every user has a digital ID or wallet, so strong alternatives still matter. Innovatrics has been a key partner in building those best-in-class fallbacks while we navigate what comes next.”

The platform supports biometric vouching for applicants without traditional ID – a process where a trusted individual can verify someone’s identity through a biometric-backed digital assertion rather than a document scan. It has also added support for digital identity wallets globally, including wallets compliant with the EU Digital Identity framework.

The deployment reflects a broader tension in digital identity: as governments and financial regulators push toward wallet-based and document-centric verification, the systems being built to serve that future still need robust fallbacks for the populations least likely to hold the credentials those systems assume. Vouchsafe’s bet is that the fallback infrastructure is not a transitional problem but a permanent one.
