Infosys is being tipped as the likely winner of the tender to build Sri Lanka’s electronic national identity card, in local reporting on the India-funded digital ID program. No contract award has been confirmed, and the report frames Infosys as the expected front-runner among the shortlisted Indian firms rather than a selected vendor.
The tender sits within Sri Lanka’s flagship national identity project. The Sri Lanka Unique Digital Identity program is funded largely by a grant from the Government of India and is being built on the Modular Open Source Identity Platform, combining demographic data with biometric identifiers such as fingerprints and facial images. India’s National Institute for Smart Government has been managing the procurement on behalf of the program.
Infosys is one of five Indian companies cleared into the final stage. The shortlist also includes Tata Consultancy Services, Protean e-Gov Technologies, RailTel, and Bharat Electronics, with bids evaluated on combined technical and commercial terms. The selected firm would act as the master systems integrator that builds and stands up the system before it is handed to a local operator, which is why the choice carries weight beyond a single contract.
The arrangement has not been without friction. Limiting the bidding to Indian firms has drawn questions from Sri Lankan civil-society groups about foreign access to sensitive biometric data and about digital sovereignty, concerns the program has answered by stressing that contractual terms keep personal data under Sri Lankan jurisdiction. Those debates have accompanied the project as its timeline has slipped.
The reported front-runner status is the latest step in a procurement ID Tech has tracked closely. Sri Lanka shortlisted the five Indian firms for the national digital ID contract after opening the MOSIP-based project to Indian bidders with a pilot targeted for mid-2026. A formal award would convert the reported expectation into a confirmed selection.
