Indonesia Mandates Biometric e-SIM Registration in National Security Push

Indonesia has launched a major initiative to transition its mobile users to e-SIM technology, introducing mandatory biometric registration as part of a broader strategy to improve digital security and identity verification nationwide. The effort marks a significant shift in how the country manages telecommunications identity systems.

Announced by Minister of Communication and Digital Meutya Hafid, the initiative is intended to curb rising cybersecurity threats and tighten oversight of mobile identity registration. The new framework requires users’ National Identity Numbers (NIK) to be linked to biometric data—including facial recognition—creating a direct connection to the Directorate General of Civil Registration (Dukcapil) database. While e-SIM registration with biometrics is encouraged for users with compatible devices, the transition is not yet mandatory nationwide.

“The transition to e-SIM is not only inevitable but essential. It aligns with the global digital revolution, demanding stronger security and operational efficiency,” stated Minister Hafid. She added that the government’s approach is phased and collaborative, working closely with mobile operators and civil registration agencies.

The initiative builds on earlier regulatory efforts. Ministerial Regulation No. 7 of 2025 introduces formal guidelines for e-SIM deployment and biometric integration, supplementing Ministerial Regulation No. 5 of 2021, which had already limited each NIK to three phone numbers per operator. Under the updated policy, that three-number limit now applies across all operators, addressing previous loopholes that allowed single identities to be linked with over 100 mobile lines.

While the transition to e-SIMs is being actively promoted, infrastructure readiness remains a challenge. Ensuring seamless biometric data capture, secure back-end processing, and nationwide system interoperability with Dukcapil is critical. Telecom operators and government systems must also safeguard against data breaches and ensure uptime during the transition.

Major operators—including Telkomsel, Indosat, XL Axiata, and Smart Telecom—have already begun offering both online and offline e-SIM registration options. Telkomsel has implemented facial recognition verification for prepaid SIM activation, and XL Axiata reported over 200,000 e-SIM users as of March 2023. These developments indicate growing early adoption, though significant work remains to achieve full migration across Indonesia’s vast mobile ecosystem.

The biometric registration component also aligns with a global trend toward advanced identity verification systems. With contactless biometrics gaining traction worldwide due to hygiene, security, and convenience benefits, Indonesia’s system incorporates liveness detection and cross-checking against Dukcapil records to prevent fraud and impersonation.

In addition, Indonesia’s e-SIM initiative may benefit from future-ready security measures. Recent developments in post-quantum security features for GSMA-certified eSIMs suggest that the infrastructure could be upgraded to resist quantum-era cyber threats. Although not explicitly detailed in the regulation, these features—when implemented—could ensure long-term resilience in digital identity systems.

However, the initiative has also prompted public concerns over privacy and surveillance. Civil society groups and digital rights advocates have raised questions about how biometric data will be stored, whether it will be shared across agencies, and what safeguards exist against misuse. Government officials have maintained that all data processing will adhere to national privacy legislation, though further transparency and third-party audits have been called for.

With over 280 million residents and more than 350 million mobile numbers in circulation, Indonesia’s e-SIM program is among the largest of its kind globally. In addition to improving digital identity security, the government expects the transition to enhance Internet of Things (IoT) development by enabling easier device provisioning and connectivity management. Broader adoption of e-SIMs could help drive innovation in smart city planning, connected vehicles, and remote monitoring systems across Indonesia.
