Indonesia Adds Facial Recognition to Electronic Traffic Enforcement

Indonesia’s National Police Traffic Corps has added facial recognition to its electronic traffic-law enforcement system, giving officers a way to identify drivers whose vehicles have missing, concealed or false license plates.

The Electronic Traffic Law Enforcement platform, known as ETLE, has generally relied on automatic number-plate recognition to connect a recorded violation with a registered vehicle. Face matching adds a second path when a plate cannot be read or cannot be trusted.

Images of a driver’s face can be checked against population records held by the Directorate General of Population and Civil Registration. Police say that will help deliver violation notices to the correct person and support investigations into crimes committed on the road.

The Traffic Corps recorded 16,812 license-plate violations during the first half of 2026. Motorcyclists accounted for 77.24 percent of those cases. Common tactics include covering a plate, using a counterfeit number or operating without a plate.

Facial recognition does not replace patrol officers or conventional investigative work. It supplements roadside enforcement by extracting another identifying signal from traffic-camera footage when vehicle data is insufficient. The quality and angle of the captured face will determine whether a usable comparison is possible.

The deployment links road enforcement with Indonesia’s national civil-registration system. That creates a direct connection between an image captured in public and the identity data associated with a resident’s government record. Police have not detailed retention periods, confidence thresholds or the review process for possible matches.

Indonesia has been extending facial biometrics across several identity functions. Mobile operators are now working toward a facial biometric requirement for SIM registration, which also relies on checks against population records to confirm a subscriber.

Border authorities have pursued a similar shift toward automated identity checks. Indonesia recently deployed walk-through biometric corridors that use facial recognition to process eligible travelers without a conventional staffed counter.

The ETLE addition extends that national identity infrastructure into a different operating environment. Unlike enrollment or border processing, traffic enforcement may involve people who have not actively presented themselves for a check, placing greater importance on camera quality and officer confirmation before a notice or investigation proceeds.
