IDEMIA and SLC Digital Partner to Bind Identity to SIM Card for Hardware-Level Fraud Prevention

IDEMIA Public Security and SLC Digital today announced a strategic partnership to create a new, hardware-rooted standard for identity verification, directly targeting vulnerabilities in common authentication methods like SMS one-time passcodes.

The collaboration will combine two distinct technologies: IDEMIA’s advanced identity proofing and credentialing solutions with SLC Digital’s SIM/eSIM-based Hardware Root of Trust (RoT) technology. The goal is to deliver “deterministic, tamper-proof identity validation” by “binding identity to the SIM itself,” as SLC Digital CEO Travis McGregor described it.

This moves authentication away from “vulnerable, probabilistic” methods and physically anchors a user’s verified identity to a secure hardware element – the SIM card – that is already in their possession. The solution is aimed at high-value financial transactions, KYC/AML compliance, and preventing fraud in remittances.

The partnership is a direct, sophisticated assault on SIM-swap fraud, account takeovers, and other attacks that exploit the weak link of SMS-based 2FA. The industry has known for years that SMS is a fundamentally broken security layer. This solution provides a viable, scalable alternative.

By integrating IDEMIA’s government-grade identity proofing (the “who you are”) with SLC’s SIM-based hardware (the “what you have”), the partnership creates a powerful, two-factor, B2B authentication product. Matt Cole, CEO of IDEMIA Public Security, called it an “embedded identity solution” that “comprehensively strengthens authentication.”

This is a B2B2C play, designed to be sold to banks, financial institutions, and telecommunications providers. The bank gets a deterministic, hardware-level guarantee that their user is who they claim to be and is in possession of their registered device. The telco gets a new, high-margin enterprise service to sell, leveraging the security of its core asset (the SIM/eSIM).

This creates a powerful new “trust triangle” between the bank, the telco, and the verified user, effectively designing SMS-based fraud out of the ecosystem.

The partnership comes as SIM-swap fraud continues to plague the financial sector, with the FBI reporting billions in losses. Meanwhile, IDEMIA continues to expand its digital identity portfolio across multiple sectors, positioning itself as a key player in the transition from legacy authentication to hardware-rooted security.
