ID Tech Digest – May 1, 2026

May 1, 2026

Welcome to ID Tech’s digest of identity industry news. Here’s what you need to know about the world of digital identity and biometrics today:

California Expands Mobile Driver’s License to Samsung Wallet

The California Department of Motor Vehicles has announced the expansion of its mobile driver’s license (mDL) program to include Samsung Wallet. This follows the initial rollout on iOS and the DMV’s standalone app, allowing residents to store a digital version of their ID securely on Samsung Galaxy devices. The digital credential utilizes the ISO 18013-5 standard, allowing for privacy-preserving identity verification where users can share only the specific data requested, such as “over 21” status, without revealing their full address or birthdate.

Erie County Passes Biometric Transparency and Privacy Act

The Erie County Legislature has passed the Biometric Transparency and Privacy Act, placing new restrictions on how private businesses collect and use biometric data. The legislation requires businesses to provide clear notice and obtain written consent before collecting fingerprints, facial geometry, or other biometric identifiers. It also prohibits the sale or trade of such data and establishes strict security standards for its storage, reflecting a growing regional push for heightened biometric data protection laws in the absence of a federal framework.

Austria Rolls Out Nationwide Digital Student ID

Austria has launched a nationwide digital student identity card through its existing “eAusweise” (e-ID) application. The digital ID allows students to verify their status at participating businesses and public transport providers using their smartphones. This integration leverages the country’s established digital identity infrastructure, providing a high-assurance method for proving eligibility for student-specific services and discounts while reducing the administrative overhead associated with physical card issuance.

Turks and Caicos Advances World Bank-Backed Digital ID

The government of the Turks and Caicos Islands is moving forward with its national digital identity program, supported by the World Bank. The initiative focuses on creating a secure, interoperable identity system to streamline access to government services and improve financial inclusion. The project includes a modernization of the national civil registry and the implementation of a biometric-backed unique identifier, intended to serve as the foundation for the islands’ broader digital economy strategy.

California Bill AB 1709 Raises Age Verification Concerns

California Assembly Bill 1709 has ignited debate over the implementation of social media restrictions for minors. The bill would require platforms to implement high-assurance age verification to prevent children from accessing certain algorithmic feeds and late-night features. Privacy advocates and industry groups have expressed concerns regarding the potential for mandatory biometric collection, arguing that the technical requirements for complying with the bill could necessitate large-scale collection of sensitive data from all users.

OpenID Foundation Opens Vote on Advanced Syntax Specification

The OpenID Foundation has opened a formal vote on its new “Advanced Syntax for Claims” (ASC) specification. The proposed standard aims to improve how digital identity wallets and verifiers request and share specific user attributes. By providing a more flexible and precise syntax, the ASC specification is designed to enhance interoperability between different digital identity ecosystems, facilitating more granular and privacy-preserving data exchanges in decentralized identity environments.

Brazil Extends Biometric Enrollment Deadline to December 2026

Brazil has officially extended the deadline for citizens to enroll their biometric data for the new National Identity Card (CIN) until December 2026. The extension is intended to ensure that the national registry—which consolidates state-issued IDs into a single, blockchain-secured number—can achieve full coverage across all regions. The CIN utilizes a QR code for digital verification and is designed to replace the fragmented regional ID system with a unified, biometric-backed national credential.

Smart-ID Adds NFC Support for Estonian ID Card Registration

The Smart-ID identity service has integrated NFC support for account registration using Estonian national identity cards. Users with NFC-enabled smartphones can now verify their identity by tapping their physical ID card against their device, eliminating the need for a separate card reader or physical visit to a service point. This update simplifies the onboarding process for the popular mobile ID solution, maintaining high security standards through the use of the card’s embedded cryptographic chip.

St. Vincent and the Grenadines Modernizes Civil Registry

The government of St. Vincent and the Grenadines has begun a comprehensive modernization of its civil registry and the implementation of a unique identity system. The project focuses on digitizing vital records—including births and deaths—and linking them to a new digital identifier for each citizen. This initiative is aimed at improving the accuracy of national statistics and ensuring that all residents have a verifiable identity to access social benefits and government services efficiently.
