The International Biometrics + Identity Association has added ROC as its newest member and named ROC CEO B. Scott Swann to its board of directors, bringing another U.S. biometric technology executive into the industry group’s leadership.
IBIA represents companies and stakeholders in the identity technology sector, with a focus on advocacy, education, and industry engagement around the responsible use of biometrics and identity systems. The association seeks to engage with U.S. federal and state policymakers, support biometric identity programs, and conduct outreach on privacy, cybersecurity, and public understanding of biometric technologies.
Swann leads Rank One Computing, which does business as ROC. The company is a U.S.-made multimodal biometrics and computer vision provider, with capabilities spanning face, fingerprint, iris recognition, video analytics, identity proofing, liveness detection, and age and gender verification.
ROC has been increasing its public-market and product activity in recent months. The company recently appointed Gary Lac as executive vice president of sales and marketing to support commercialization of ROC ABIS, and its physical security strategy has increasingly combined biometrics with AI-enabled video analytics. Its ROC Access Face1 device also won a biometrics award at ISC West earlier this year.
Swann has led ROC since 2021. ROC’s public biography states that he previously served as president and CEO of IDEMIA National Security Solutions and spent 18 years at the FBI, including roles tied to the Criminal Justice Information Services Division and federal science and technology leadership.
The board appointment gives IBIA another executive with experience in federal biometric systems, law enforcement identity infrastructure, and commercial computer vision. IBIA’s current board includes leaders from companies such as BIO-key, IDEMIA, NEC National Security Systems, Iris ID, HID Global, Hitachi Digital Services, and Leidos.
