Hungary’s national IT services provider has selected SCORPIO Kft., a Budapest-based company, to supply portable biometric data capture devices following a competitive tender process launched earlier this year. The contract, valued at HUF 25,881,730 (approximately EUR 66,500), was awarded on April 28, 2025.
The procurement, first announced in January 2025, called for seven devices capable of capturing biometric data, specifically referencing the Chameleon 5R Dual or equivalent products. The devices are typically deployed for on-site biometric registration in citizen services, law enforcement, or border control applications, though NISZ has not disclosed their specific intended use.
SCORPIO Kft. emerged as the winning bidder among three Hungarian companies that participated in the open tender procedure, securing the contract with the lowest price offer. The final contract value represents a significant reduction from the original estimated budget of HUF 33,109,883.
Under the terms of the agreement, SCORPIO Kft. must deliver all technical and licensing documentation electronically, with physical equipment to be shipped to NISZ’s logistics center in Budapest. The contract stipulates a 90-day delivery timeline from the signing date.
The procurement process adhered to both Hungarian public procurement regulations and the EU’s 2014/24 directive. While the contract is not funded by the European Union, it falls under the scope of the World Trade Organization’s Government Procurement Agreement (GPA).
NISZ Nemzeti Infokommunikációs Szolgáltató Zrt., which manages ICT infrastructure and services for Hungarian public sector institutions, may be incorporating these biometric devices into broader digital government or electronic identification modernization initiatives, though specific deployment plans were not included in the contract award notice.
