Hong Kong’s Digital Policy Office has opened applications for the CorpID Sandbox Programme, allowing companies to begin testing integration with the territory’s planned Digital Corporate Identity platform. The government announced the sandbox opening on December 31, 2025, positioning it as early support for organizations that will eventually connect to the system.
CorpID is described by officials as the business counterpart to the city’s iAM Smart service. It is designed to let companies authenticate their corporate identity and verify digital signatures when dealing with government e-services and commercial transactions. According to official briefing materials, the platform aims to reduce paperwork and human error by providing a trusted digital equivalent of the physical company chop used to endorse documents.
A Legislative Council funding paper explains that each participating firm will be issued a corporate digital certificate intended to serve as a “digital version of the company chop,” enabling legally recognized electronic signing. The initial user base will include companies incorporated or registered under the Companies Ordinance (Cap. 622) and businesses registered under the Business Registration Ordinance (Cap. 310), covering corporations, sole proprietorships, and partnerships.
The government’s published documents outline several intended functions for the platform: an online portal for setting authorized representatives and their signing powers; authentication and signature verification services between corporations; and consent-based pre-filling of forms using official data already held by government systems. The platform will also support a “document wallet” for storing digital licences and permits, such as those issued by regulatory departments.
Technical annexes state that Hong Kong will provide application-programming interfaces to enable business-to-business authentication and signature-verification services. The Digital Policy Office says it is working with the Hong Kong Monetary Authority to connect CorpID with the authority’s Commercial Data Interchange framework, potentially simplifying corporate know-your-customer checks for banks through verified digital credentials.
The project carries an estimated expenditure of about HK $300 million and is scheduled for phased rollout beginning at the end of 2026. The new sandbox will allow interested organizations to integrate and test early versions of the CorpID environment in preparation for that launch. Government statements describe the sandbox as a simulated environment offering technical support to accelerate adoption, though no detailed technical specifications have yet been released publicly.
Hong Kong’s move to digital corporate identity follows its broader public-sector digitization agenda under the Smart City Blueprint 3.0. It builds on prior identity-infrastructure initiatives such as iAM Smart and e-Business licensing systems, aiming to extend the same trusted-identity model from citizens to companies.
