Hong Kong Legislators Back Facial Recognition Plans for Huanggang Border Upgrade

Hong Kong’s Security Panel has initially approved a HK$1.75 billion (US$223 million) government proposal to redevelop border clearance facilities at the Huanggang land crossing, with legislators urging the inclusion of facial recognition technology as part of the upgrade. The planned enhancements are intended to improve security and facilitate more efficient cross-border travel between Hong Kong and mainland China.

Officials have indicated that facial recognition systems are being considered for travelers using private vehicles. Immigration Director Benson Kwok Joon-fung stated that the department aims to introduce facial recognition e-channels for Hong Kong residents traveling by private car to the airport as early as the third quarter of 2025. However, a specific timeline for deploying similar systems for vehicles crossing at Huanggang has not yet been finalized.

The initiative reflects Hong Kong’s broader strategy to expand its SmartView CCTV network to 7,000 cameras by 2027, incorporating facial recognition capabilities throughout the city. These technological upgrades reflect the government’s goal of enhancing security measures while also streamlining travel processes.

The proposed redevelopment at Huanggang also includes a co-location arrangement, under which travelers will be able to complete both Hong Kong and mainland Chinese customs and immigration procedures at a single facility. According to Legislative Council documents, this collaborative inspection and joint clearance model is expected to commence operations in 2026, creating a more seamless experience for cross-border travelers.

The project builds on recent regional biometric initiatives, such as successful trials of document-free facial recognition border crossings at other ports linking Hong Kong with mainland China. These trials have allowed pre-registered travelers to clear immigration without presenting physical documents, relying instead on biometric verification.

Similar technological developments are also underway in neighboring regions. Macau recently launched an iris scan border system for Hong Kong residents in June 2025, designed to accelerate border processing and improve convenience for travelers moving within the Greater Bay Area.

The Legislative Council’s endorsement of the Huanggang project underscores the expanding role of advanced technology in balancing border security with travel efficiency. Officials have also connected these improvements to Hong Kong’s broader talent attraction efforts. As of the end of 2024, the Top Talent Pass Scheme had approved around 92,000 applications, reflecting ongoing efforts to attract skilled professionals to the city.
