Ho Chi Minh City Launches Mobile Teams to Issue Digital IDs for Foreign Residents

Ho Chi Minh City has launched mobile teams to issue digital identity accounts to foreigners, expanding Vietnam’s national e-identification program. The initiative, operated by the city’s Immigration Office, supplements services at three permanent sites by sending teams directly to workplaces and residential areas with large international communities.

Mobile Teams Reach Foreign Residents

The 50-day campaign, running from July 1 to August 19, 2025, provides daily service from 7:30 a.m. to 9:00 p.m., excluding weekends and public holidays. In addition to three fixed offices—196 Nguyen Thi Minh Khai Street, 239 Ngo Gia Tu Street, and 120 Pham Hung Street—mobile teams are visiting companies and neighborhoods to increase accessibility for foreigners who may face challenges traveling to central collection sites.

Partners hosting mobile enrollment include My Phuoc Industrial Park, Pouyuen Vietnam Co., Ltd., the Vietnam Australia International School, Kim Huy Industrial Park, and Thuan Giao Residential Area. Since the campaign began, nearly 15,000 foreign residents in Ho Chi Minh City have registered for digital IDs, with more than 1,000 supported directly by mobile teams.

“Issuing digital IDs to foreigners not only aids management but also reflects the friendly and modern image of the police force, contributing to building the city into a safe, civilized, and globally integrated hub,” said Lieutenant Colonel Nguyen Manh Truong of the Immigration Office.

Linking to National Databases

Vietnam’s digital ID system connects to national databases covering residence, civil status, insurance, banking, taxation, and healthcare, significantly reducing reliance on paper documents. According to Truong, digital identity accounts streamline administrative, commercial, and financial transactions for foreigners by eliminating repeated document checks and providing faster, more efficient service. The accounts also lower costs and simplify procedures for both residents and authorities.

This expansion follows Vietnam’s introduction of Level-2 electronic identification accounts for foreign residents earlier in 2025. The Level-2 VNeID enables higher assurance digital transactions, including access to public services, banking, and other regulated activities. Ho Chi Minh City’s campaign is part of a broader nationwide push to ensure foreign residents are integrated into Vietnam’s digital services framework.

Authorities note that the program not only strengthens immigration management but also supports Vietnam’s digital transformation agenda by improving the ease of living and doing business for international residents. As demand grows, the city is expected to maintain both permanent collection centers and flexible mobile services to ensure continued accessibility.
