GSA Explores Letting Login.gov Inherit Identity Verification From Commercial Providers

The General Services Administration is exploring a contract that would let people who have already verified their identity with a commercial credential service provider use that verification to set up a Login.gov account, according to a request for information posted on October 13. GSA says it is considering a multiple-award blanket purchase agreement, and a draft statement of work attached to the notice describes a 10-year ordering period.

Under the draft, a successful federated authentication with a provider’s existing account “will result in a new Login.gov credential being created that is owned and maintained by Login.gov.” Eligible accounts must already be identity proofed at Identity Assurance Level 2, and providers would have to give Login.gov real-time access to identity attributes including Social Security numbers, ID images and a biometrics record.

GSA cites OMB memo M-26-18, which directs agencies to expand use of Login.gov for public-facing services. The notice sets a response deadline of October 21.
