Germany’s EUDI Wallet Developer Hires Jung von Matt for Marketing Campaigns

Common Codes, the federal company developing Germany’s national European Digital Identity Wallet, has awarded a two-year framework contract for marketing campaigns promoting the wallet to a bidding consortium led by Hamburg advertising agency Jung von Matt, according to a notice published in the EU’s Tenders Electronic Daily.

The contractor will develop, plan and carry out integrated marketing, communication and activation campaigns to promote awareness, acceptance and use of the wallet in Germany. Common Codes selected the consortium of Jung von Matt Hamburg and Jung von Matt Impact on October 5 from nine tenders and concluded the contract on October 19, the notice says. It does not state a value.

The award is a framework agreement, so the buyer has no obligation to place orders and guarantees no minimum volume. Services can be called off by Common Codes, by its existing and future affiliated companies and by the Federal Ministry for Digital Transformation and Government Modernisation. The tender was published in August with a September 1 deadline for bids.

Common Codes describes itself as developing the national wallet on behalf of the ministry, and a job advertisement calls it a newly founded subsidiary of SPRIND, Germany’s federal agency for breakthrough innovation. The tender notice says the ministry and SPRIND are jointly driving the wallet’s introduction under an open architecture and consultation process that began in June 2023, and that Germany’s strategy supports both a national wallet and alternative EUDI wallets.

The national wallet, named d-you and scheduled to launch on January 2, will be voluntary and free for users. The ministry has said it will initially support tasks including proving age, signing legally binding contracts and opening bank accounts, with around 40 public- and private-sector partners preparing services.

The Bundestag passed the Digital Identities Act, the wallet’s legal framework, in October with the votes of the governing CDU/CSU and SPD groups, while the opposition AfD, Greens and Left voted against it.

The notice describes the wallet as the core element of the revised eIDAS regulation, the EU law on electronic identification and trust services. Jung von Matt Hamburg is listed as the consortium’s lead member, and Berlin is given as the place of performance.
