France Updates CBIMI Biometric Components Tender for Interior Ministry Infrastructure

France’s Ministry of the Interior has published an updated procurement notice for its CBIMI program – the Composants biometriques du ministere de l’Interieur – covering biometric component modernization for the ministry’s operational environments. The notice, reference 772473-2025, appeared in the European tender database TED/SIMAP and updates procurement metadata for the current phase of the program.

The CBIMI program covers the biometric capture and matching components that underpin Interior Ministry systems used in border control and internal security contexts. The updated tender notice signals the ministry is advancing to the next stage of its component refresh cycle, which affects both hardware and software elements of the biometric infrastructure that supports French security operations.

France has been managing several parallel modernization tracks across its identity and border infrastructure. The CBIMI procurement sits alongside efforts to upgrade border-facing systems, challenges that gained renewed visibility following France’s delay of the EU biometric border system, which put pressure on Interior Ministry planning timelines. That delay centered on France’s readiness to implement the Entry/Exit System at scale, a program that shares technical dependencies with the ministry’s biometric component ecosystem.

Beyond border management, France has been broadening the scope of its digital identity infrastructure. Officials have pursued parallel digitization tracks, including bringing the health card into a digital ID app, a move that reduces the need for biometric registration in certain enrollment workflows while expanding the government’s digital services reach. The CBIMI update reflects the continuing need to maintain and modernize the biometric layer that supports physical and hybrid identity verification contexts.

France has a long history of procuring biometric border infrastructure from European suppliers. France’s order of biometric border kiosks from Thales established an earlier hardware baseline for border operations, a pattern the CBIMI program continues through its component-level refresh approach.

The TED notice 772473-2025 is accessible via the European tender publication system. Contract award information and subsequent procurement milestones are expected to follow as the ministry advances the CBIMI package through its evaluation process.
