The Federal Motor Carrier Safety Administration (FMCSA) has launched a new biometric identity verification process to curb fraud and improve safety in the commercial trucking industry. The measure, introduced in partnership with identity technology provider IDEMIA, applies to all new applicants registering for a USDOT number through the Unified Registration System (URS).

The initiative aims to enhance the integrity of FMCSA systems by ensuring only legitimate applicants gain access to the agency’s services. “This new process is a step toward meeting FMCSA’s mission to reduce fatalities and crashes on the Nation’s roadways,” the agency stated in a fact sheet.
As part of the updated registration protocol, users must complete a digital identity proofing workflow using a smartphone or tablet. Applicants are prompted to scan a QR code within the URS to launch the verification process, during which they select their identification type (such as a driver’s license or passport), capture an image of the document, and take a facial selfie to confirm their identity.
The selfie-based facial recognition step, provided by IDEMIA, matches the user’s image to their government-issued ID, helping to deter impersonation and fraudulent filings—issues that have plagued the industry in recent years. CDL Life reports that the verification solution was piloted in 2023 and was met with minimal resistance, as most applicants had access to mobile devices and were comfortable completing the process digitally.
The FMCSA emphasizes that the verification process will not be used for ongoing surveillance and is focused solely on securing the registration system. Returning users with verified identities will be able to skip this step in future interactions.
