FBI RFI Seeks Input on Next-Gen Mobile Biometric Application

The Federal Bureau of Investigation (FBI) has issued a Request for Information (RFI) for the development of a comprehensive Mobile Biometric Application. The RFI, numbered 01302025, seeks to create a cross-platform solution that will operate on both Android smartphones and Windows-based laptops.Pens on paper depicting a schematic design.

The proposed application will capture and process fingerprints, facial images, iris scans, latent prints, and palm prints. It must comply with the FBI’s Electronic Biometric Transmission Specification (EBTS) to ensure seamless integration with existing systems.

The technical requirements specify compatibility with IB Mannix, Cross Match Guardian, and 3M Cogent scanners. Similar technologies are already in use by law enforcement agencies globally.

Recent developments in cloud-based biometric solutions, such as IDEMIA’s STORM LP-X platform, show the industry’s progress in biometric processing systems. The FBI requires features including image quality checks, sequence validation, device auto-detection, and offline transaction queuing.

Security is a primary concern, with the FBI preferring government cloud-hosted solutions. Vendors must submit responses by March 19, 2025, with questions due by March 5, 2025. The FBI seeks information about vendor capabilities, licensing models, cost structures, and security compliance. The bureau also requests details about 120-day test license availability for evaluation.
