Emptech Gains Dual MOSIP Accreditation as Commercial and Technology Partner

Shenzhen Emperor Technology Company Limited (Emptech) has secured dual accreditation in the Modular Open Source Identity Platform (MOSIP) Partner Programme, becoming both a commercial partner and a technology partner. The dual status positions the Chinese biometrics manufacturer as both a certified system integrator and a validated technology provider within the MOSIP ecosystem.

As a commercial partner, Emptech is qualified to lead MOSIP-based national identity deployments as a system integrator. As a technology partner, the company’s biometric enrollment hardware has been validated for compatibility with the MOSIP platform’s device interfaces. The company joins a small group of vendors, including Thales, Zetes, Laxton, and NCINGA, that hold MOSIP SI certifications.

Emptech, a publicly listed company with nearly 1,000 employees and more than 40 percent dedicated to research and development, manufactures identity document personalization systems, biometric enrollment terminals, and self-service registration kiosks. The company says its products have been deployed in more than 60 countries and that over 2 billion identity documents have been issued using its systems.

The company’s MOSIP-compliant hardware includes the biometric suitcase, a portable enrollment kit that has been deployed in Ethiopia for national digital ID issuance under the Fayda program. Emptech has also delivered more than one million biometric enrollment and authentication devices and over 20,000 self-service kiosks globally.

The accreditation comes as MOSIP adoption accelerates across developing economies. Recent country-level RFPs have begun explicitly requiring MOSIP partner certification from system integrators, raising the commercial value of the accreditation for vendors competing for government identity contracts.

MOSIP, developed by the International Institute of Information Technology Bangalore (IIIT-B) with support from the Bill and Melinda Gates Foundation, is deployed or under deployment in more than a dozen countries including Ethiopia, the Philippines, Morocco, and Sri Lanka. The platform provides a modular, open-source foundation for national identity systems, allowing governments to avoid vendor lock-in while maintaining control over their population registries.

Emptech’s dual accreditation reflects a broader trend of Chinese biometric technology manufacturers expanding their presence in the digital identity infrastructure market across Africa, Southeast Asia, and Latin America, where large-scale national ID programs are creating significant demand for enrollment hardware and system integration services.
