ECCB Governor Backs Digital ID System to Boost Financial Access Across Eastern Caribbean

The Eastern Caribbean Central Bank (ECCB) is exploring a unified digital identification system aimed at transforming banking services and expanding financial access across the Eastern Caribbean Currency Union (ECCU). Governor Timothy N. J. Antoine voiced his support for the initiative during a financial inclusion town hall held in St Kitts and Nevis on July 8, calling it an important step in the region’s digital transformation.

The proposed digital ID system would establish a standard method for identity verification throughout ECCU member states. Governor Antoine described the goal as creating a “single digitized identifier” that could serve as proof of identity, address, and income, thereby eliminating the need for multiple paper documents during financial transactions. He noted that the absence of such a system often causes delays and difficulties for individuals trying to open or manage bank accounts.

Other Caribbean countries have also made strides in digital identity infrastructure. For example, Guyana is preparing to roll out biometric ID cards in 2026, aiming to modernize citizen services and reduce fraud. Similarly, Governor Antoine pointed to countries like Estonia and India as models for how digital identity systems can simplify interactions between individuals and financial institutions.

According to Antoine, a unified digital ID system in the ECCU could help reduce administrative burdens and costs for both banks and customers, though he cautioned that detailed studies on cost savings have not yet been conducted. He highlighted that the proposed system could be particularly beneficial for individuals who are unbanked or underbanked, who often face challenges navigating traditional identity requirements and complex onboarding processes. The initiative aligns with the ECCB’s ongoing digital transformation agenda, which also includes the DCash central bank digital currency project aimed at enhancing payment efficiency and financial inclusion across the currency union.

While Governor Antoine emphasized the potential advantages of digital identity, he also described the initiative as a medium-term goal. Specific details about the system’s technical design, governance framework, and implementation timeline remain under discussion among ECCU member states and financial sector stakeholders. He stressed that creating such a system would require careful planning to balance innovation with privacy and security safeguards.

Antoine underscored the urgency of digital innovation in the Caribbean financial sector, noting that delays in adopting modern technology could limit economic growth and access to financial services. “A lot of the trouble… is because we do not have a unique digital identifier,” he said during the town hall, pointing to the operational inefficiencies that arise from relying on fragmented identity systems.

With the ECCB’s support, discussions are expected to intensify in coming months as regional governments and banks evaluate how best to develop and implement a digital ID framework suited to the Caribbean context.
