Dutch Official Says Asylum Seeker Digital ID Pilot Showed Strong App Adoption

A senior adviser at the Netherlands’ Immigration and Naturalisation Service said a pilot involving asylum seekers using a government digital ID smartphone app showed strong usability and adoption, adding a real-world inclusion signal to Europe’s digital identity push. The comments were published March 11 in an Identity Week interview focused on how digital identity tools are evolving in immigration and border-security settings.

The official said the pilot challenged a common assumption in public-sector identity design, namely that groups with more limited documentation, mobility or device access will be reluctant to use government-issued digital identity tools. Instead, the pilot suggested that people are generally willing to download and use a state-backed digital ID app when the system is straightforward and solves a practical problem. The interview also framed digital identity as a more secure form of identity verification that can reduce fraud and improve trust in identity systems.

The disclosure adds a user-adoption dimension to Dutch debates over DigiD infrastructure providers and arrives after itsme acquired the Dutch bank-backed iDIN identification scheme. It also lands in a wider European conversation about how digital identity tools intersect with migration administration, after other governments weighed digital ID cards as part of asylum reform strategy.

What makes the Dutch pilot notable is not just the technology, but the population being asked to use it. Digital identity projects often promise convenience and stronger security, but adoption depends on whether the intended users see immediate value and can navigate the system without extra friction. In immigration workflows that involve repeated identity checks, document handling and high levels of administrative sensitivity, that adoption problem is especially important. Errors can slow case processing and trigger extra in-person verification steps. The interview suggested the Dutch pilot produced encouraging signs on both usability and trust.

Public-sector apps may gain traction in harder-to-reach user groups faster than many program designers expect, provided the service is simple and clearly useful.
