Diamond Capture and Incode Secure $37.4 Million Login.gov Identity Proofing Contract

Diamond Capture Associates and subcontractor Incode Technologies have been awarded a $37.4 million contract to support Login.gov’s next generation identity proofing capabilities. The award falls under a Blanket Purchase Agreement focused on modernizing how the U.S. government verifies identities for remote and unsupervised access to federal services.

Diamond Capture serves as the prime contractor, while Incode is providing its biometric identity platform to enhance accuracy, security, and equity in identity proofing workflows. The contract aligns with federal mandates to raise Login.gov’s assurance level to NIST Identity Assurance Level 2 and to reduce fraud across public benefit programs.

Login.gov functions as a shared authentication service for dozens of federal agencies, making it one of the largest digital identity deployments in the public sector. The scale of the platform places significant demands on biometric performance, particularly in unsupervised environments where users complete verification remotely without live assistance.

Recent scrutiny of Login.gov has also focused on fairness and demographic performance in facial recognition systems. How the new implementation addresses bias mitigation, accuracy across populations, and transparency in testing will be closely watched as the upgraded identity proofing capabilities are integrated into production workflows.
