The U.S. Department of Homeland Security has issued a request for information seeking industry input on an enterprise-wide biometric matching software solution designed to serve all major DHS components under a single, unified platform. The RFI, posted to SAM.gov on February 13, 2026, carries solicitation number 70RDA126RFI000003 and sets a response deadline of March 4, 2026.
The notice calls for an “enterprise-wide, scalable, and secure biometric matching software solution” to support identity verification, vetting, and investigative functions across the department. Components explicitly named in the attached documents include CBP, ICE, TSA, USCIS, the U.S. Coast Guard, FEMA, FLETC, the Secret Service, and DHS headquarters – a scope that signals infrastructure-level modernization rather than a narrow point purchase.
A draft Statement of Work attached to the RFI details multi-modal requirements spanning face, fingerprint and palm, iris, and voice biometrics where applicable, alongside biographic augmentation. The draft also calls for integration services, lifecycle support, and data-governance controls appropriate for a department operating at national scale.
The procurement follows a period of significant institutional realignment at DHS. OBIM’s move under the CIO in 2025 centralized biometric investment oversight across the department, laying the groundwork for the kind of consolidated acquisition approach the RFI represents. Congress has also signaled its expectations for modernization through the House panel’s $271.7M recommendation for OBIM, which underscored legislative support for expanded capabilities.
The enterprise-licensing model described in the draft SOW points toward elastic capacity designed to grow with operational demand. DHS’s finalized biometric exit rule, which eliminated pilot status and mandated nationwide facial recognition at ports of entry and exit, has significantly expanded the infrastructure demands placed on DHS biometric systems. The department is also separately exploring an AWS-based latent fingerprint RFI emphasizing cloud-ready matching for the IDENT/HART environment.
The RFI is classified under NAICS code 513210 and does not yet constitute a solicitation for offers. Vendors with relevant capabilities are encouraged to respond before the March 4 deadline. The notice is available in full via the SAM.gov workspace.
