DHS Science and Technology Spotlights Its Work Testing Digital Identity Against Fraud

The Department of Homeland Security’s Science and Technology Directorate has published a feature describing its work evaluating digital identity technologies and secure digital identity documents as a defense against online fraud. The piece pulls together a program of testing that puts commercial identity-verification systems through controlled trials against real fraudulent documents, with mobile driver’s licenses positioned as an early front-runner among the technologies it is examining.

The centerpiece of that work is a structured testing program. Through its Remote Identity Validation effort, DHS S&T has challenged industry to submit identity-verification systems and measured them across distinct capabilities: authenticating an identity document, detecting spoofing in a selfie capture, and confirming that a live selfie matches the photo on a government-issued ID. The aim is to establish how well remote identity checks actually perform before they are relied on for access to government and commercial services.

The testing has used genuine fraudulent documents to make the trials realistic. DHS S&T worked with the Homeland Security Investigations forensic laboratory to obtain high-quality counterfeit documents that mirror what criminal operations produce, then tested commercial systems against them, an approach meant to surface how verification tools handle the fakes they would face in the field rather than only clean samples.

The program is run in partnership across the federal government, including the Transportation Security Administration and the National Institute of Standards and Technology. DHS S&T launched the Remote Identity Validation Rally to test these systems, and the published results have been pointed, with one round exposing major gaps in identity-document validation performance as some systems accepted large shares of fraudulent documents. The feature situates that testing within DHS’s broader push on secure digital identity.

The directorate frames the work as ongoing, positioning its evaluations and the mobile driver’s license ecosystem as tools for combating online identity fraud.
