Davao City Advances Facial Recognition Ordinance With Police Backing

The Davao City Police Office in the Philippines has voiced support for a proposed ordinance that would add facial recognition to the city’s surveillance and emergency-response systems, provided that deployment follows clear ethical and inclusion safeguards.

According to SunStar Davao, acting director Col. Mannan C. Muarip met with city officials this week to refine the measure, which links facial-recognition capabilities to the Davao City 911 Command Center through a GPS-enabled and geospatially integrated platform. The ordinance aims to strengthen incident response and border security under a framework of transparency, accountability, and public oversight.

Muarip stressed the need for ethical implementation that respects religious and cultural diversity and avoids bias in use. Representatives from the Public Safety and Security Office and Task Force Davao also participated in the meeting ahead of the council’s formal deliberations.

The initiative places Davao among a small but growing number of Southeast Asian cities pursuing real-time analytics for public safety.
