The Council of Europe (CoE) has issued a contract notice seeking suppliers of biometric access control systems and IT equipment to support the digital transformation of Armenia’s Probation Service. The initiative aims to enhance e-probation services by introducing biometric technology for monitoring individuals under court supervision.
According to the tender notice published in the Official Journal of the European Union (OJ S 127/2025), the project involves supplying smart biometric devices capable of fingerprint and facial recognition. These devices will form part of an automated visit recording system designed to improve the efficiency and security of monitoring visits by probation beneficiaries who are required to report at court-defined intervals.
The equipment will include embedded encryption features to secure the transmission of personal data, aligning with the CoE’s emphasis on data protection and privacy compliance. The procurement falls under CPV codes 42961100 (Access control systems) and 42960000, covering command and control systems and related IT equipment.
The tender is part of broader reforms intended to modernize Armenia’s justice sector and streamline probation processes. By deploying biometric authentication, the Probation Service aims to reduce manual paperwork, enhance accuracy in identity verification, and ensure timely reporting compliance by probationers.
The contract is structured as a light-regime supplies procedure under Directive 2014/24/EU and governed by the Council of Europe’s internal procurement rules. While the Council of Europe is based in Strasbourg, France, the place of performance for the contract is Armenia. Specific details, including the contract’s duration and value, have not been disclosed.
Interested suppliers are invited to submit tenders in English via the CoE’s eProcurement platform. The full tender documents and technical specifications are available online at the Council of Europe’s tender portal.
