Brazil Mandates Biometric Verification for Access to Social Benefits

Brazil has introduced a new federal requirement mandating biometric authentication for individuals seeking to access social benefit programs. The policy, enacted through a decree signed on July 23, marks an important development in Brazil’s efforts to improve the security and integrity of its public assistance systems.

Biometrics Become a Condition for Government Benefits

The measure requires recipients of government assistance to verify their identity through biometric data, such as fingerprints or facial recognition, before benefits can be approved, renewed, or continued. The initiative is part of a phased rollout coordinated with Caixa Econômica Federal and includes exemptions for elderly individuals. The policy enforces Law 15.077/2024 and is aimed at reducing fraud, improving accountability, and ensuring accurate targeting of aid programs.

This step expands on earlier initiatives such as biometric verification for social security loans, which became mandatory in May of this year. It also reflects Brazil’s broader investments in digital infrastructure, including ongoing cross-border digital identity collaboration with Uruguay.

Brazilian officials have not yet released a detailed implementation timeline. The schedule is expected to be defined through a ministerial portaria. Pilot deployments and regulatory guidance are anticipated in the coming months.

Cybersecurity and AI at the Forefront

The biometric authentication push comes amid growing cybersecurity challenges across the country. Market research by Peers Consulting + Technology estimates that Brazil’s cybersecurity sector moved roughly R$17 billion (approximately USD $3 billion) in 2024, with almost 30 percent of reported cyberattacks targeting public-sector systems, particularly those related to social program administration.

Experts say artificial intelligence and biometric verification will be essential tools in preventing unauthorized access and mitigating risk. “With 6G, the speed of information becomes exponential. And this also applies to cybercrime. The only way to respond to this new reality is with artificial intelligence operating in real time,” said Ana Cerqueira, CRO at Brazilian cybersecurity firm ZenoX.

Brazil’s integration of AI-powered biometric security is expected to become a key pillar of its digital transformation strategy, helping to strengthen trust in government services while anticipating the needs of an increasingly connected population.
