BIO-key International has announced a strategic partnership with Portuguese systems integrator Visualforma to deploy identity and access management (IAM) and biometric authentication technologies across public sector organizations in Portugal, including an operational municipal deployment intended to support high-volume citizen- and visitor-facing services.

The companies said the rollout follows a structured deployment framework that has already been executed for municipal administrations and other public entities. The announcement describes a broader scope across Portugal’s public-sector ecosystem, cited as more than 250 government organizations.

BIO-key positioned the initiative as part of a push to strengthen access controls for employees and secure citizen-facing digital platforms, with an emphasis on scalability and auditability. The companies highlighted use cases ranging from employee authentication to access governance for citizen service platforms, with auditing and compliance controls built into the workflow.

Alex Rocha, managing director at BIO-key International, said municipal services are central to residents’ day-to-day interactions with government and that stronger identity controls are increasingly tied to service availability and trust.

Visualforma described the work as integrating identity and biometric security capabilities into municipal platforms. The partnership is intended to support regulatory compliance and modernizing access to “critical digital services,” while maintaining a user experience aligned with smart-city initiatives.

The release also links the deployment to Europe’s electronic identity landscape, citing alignment with eIDAS-compliant electronic identification frameworks and integration with Portugal’s Cartão de Cidadão. Those references suggest a focus on using IAM and authentication as connective tissue between workforce access, citizen digital services, and the national identity ecosystem.

Portuguese public sector deployments sit within a wider set of identity and border modernization efforts. Recent identity-related developments include Portugal launching advanced biometric border control systems at entry points, as well as the public procurement dynamics reflected in Portugal canceling a €2.15M biometric software tender. BIO-key has also been expanding regional partnerships, including BIO-key teaming with Arrow ECS to expand IAM solutions in Spain and Portugal.

For BIO-key and Visualforma, the contract announcement underscores how municipalities and other public entities are becoming anchor customers for digital identity and access programs, particularly where authentication, audit requirements, and integration with national identity frameworks converge.
