Bhutan advances national digital identity migration to Ethereum blockchain

Bhutan has begun the migration of its national digital identity system to the Ethereum blockchain, positioning itself as the first country to anchor a nationwide identity framework on a public blockchain. The transition, expected to be fully completed by early 2026, is designed to give citizens greater control over their digital credentials while reinforcing the security and transparency of state-issued identity services. Rather than placing personal data on-chain, the system anchors verifiable credentials to Ethereum, allowing identities to be independently verified while keeping sensitive data under citizen control.

Migration to a decentralized identity framework

The move shifts Bhutan’s National Digital Identity infrastructure toward a self-sovereign identity model, allowing individuals to manage how their credentials are shared across government and private-sector services. This change marks a departure from traditional centralized identity verification, which relies on institutional gatekeepers and siloed databases. By anchoring credential proofs on Ethereum, Bhutan aims to provide tamper-evident verification trails that can be checked without exposing underlying personal information.

The migration follows a June 2025 digital ID hackathon that produced 13 prototype applications built on the country’s digital identity stack. The event demonstrated technical readiness among developers and helped stress-test integration models for identity issuance, credential sharing, and verification. Officials stated that the hackathon served as a proving ground ahead of the wider rollout now underway.

Completing the migration will involve upgrading national infrastructure, introducing citizen-facing onboarding tools, and coordinating with financial institutions, telecoms, and government agencies. Public education is also a key requirement, as citizens will need to understand credential control, consent-based data sharing interfaces, and how blockchain anchoring functions within the identity lifecycle.

Part of a growing global interest in verifiable identity

Bhutan’s selection of Ethereum marks a shift from earlier plans reported in August 2024 that suggested Polygon as the intended blockchain layer. Officials ultimately opted for Ethereum to align with global public infrastructure used by major decentralized identity standards groups and open-source communities. The country is positioning its digital identity stack as interoperable with emerging verifiable credential ecosystems rather than keeping it siloed within a national framework.

This initiative comes during a period of rising investment in digital identity infrastructure. According to industry projections, the global digital identity solutions market could reach more than 203 billion dollars by 2034, driven by national identity modernization programs, cross-border credential portability efforts, and increased regulatory expectations around secure authentication. Bhutan’s approach reflects that shift, prioritizing citizen-controlled identity proofs over central database queries.

As one of the first national governments to anchor identity credentials on a public blockchain at scale, Bhutan’s rollout will be closely watched by other countries exploring decentralized identity strategies. Observers expect that Bhutan’s implementation choices, including governance frameworks and citizen onboarding models, may serve as reference points for future national digital identity programs looking to incorporate blockchain anchoring as part of their architecture.
